Oregon Public Broadcasting (“OPB”) is a nonprofit entity. Everything we do is intended to further our mission: “Giving voice to the community, connecting Oregon and its neighbors, illuminating a wider world.” We use your data to further our mission in two core ways: creating a personalized OPB experience for you and improving OPB for everyone. By understanding how you engage with OPB, we create better content for everyone – while ensuring that OPB remains member-supported and mission-driven.

I. Information OPB collects
OPB collects two types of information: information that can identify you individually (“personal information”), and aggregate or non-identifying information that does not identify you personally (“non-personal information”). We collect personal information in three ways. First, some users provide us with personal information by submitting it directly to OPB. Second, we – and trusted service providers working on our behalf – collect certain personal information automatically as you interact with our Services. Third, we may receive personal information from third parties, including third party partners, third party data providers, sponsors, or social media platforms.
A. Personal information
1. Personal information you provide to us
When you become a Member, a Registered User, sign up for our communications, enter contests or drawings, order products online, submit content, register for events, fill out forms, contact us, interact with our social media pages, and otherwise connect with us, you may provide OPB with personal information, such as:
- Identifiers: When you register to become a Registered User or Member, when you contact us, fill out forms, complete surveys, register for events, or when you otherwise provided it, we may collect your contact information, including name, telephone number, physical address, driver’s license number, vehicle registration number, or email address.
- Financial Information: When you sign up to become a Member (i.e., make a donation), or purchase products or services from us, we will collect payment card information, bank account information, credit card or debit card number, social security number (only if you become a Member), or other financial information necessary to process payments related to your donation, subscription, or other product or service that you ordered.
- Commercial Information: If you make purchases from us or otherwise initiate a transaction, we will collect transaction information including products or services purchased, time and date of purchase, identifiers and financial information, and other related information.
- Demographic Information: When you become a Member or complete a survey, we may collect demographics such as age or birthdate, race, ancestry, national origin, citizenship, religion or creed, marital status, sex (including gender, gender identity, gender expression, or pronouns), professional or employment related information, education level, income level and other information.
- User Generated Content: If you submit content to us, we will receive the content you submit including photos, videos, and audio recordings, or Member testimonials. We will collect identifiers in connection with your submission.
- Communications: If you contact us through our contact us forms, email, text message, mail or call us, we receive the contents of your communication and the identifiers associated with those communications.
- Surveys: When you fill out surveys, we will receive the survey responses in addition to any identifiers provided. We may also ask you to provide demographic information in connection with your survey response.
- Contest Entries: When you sign up to participate in a contest or sweepstakes, we will collect information included in your entry along with your identifiers. If you are selected a winner, we may collect tax related information if required by law (e.g., social security number).
- Social Media: When you click on social media icons, share content, like content, send us messages on social media platforms, or interact directly with our social media pages, we may receive identifiers or user generated content directly from you.
All of this information is provided voluntarily. Visitors may access a variety of OPB content without providing this type of personal information.
2. Personal information collected automatically
When Visitors, Members, or Registered Users interact with our Services, we, or our service providers, third parties, partners, or sponsors, may collect personal information automatically through technological measures. These technological measures include:
- Cookies and Web Beacons: Cookies are small text files that are stored within your Internet browser so it may save and recognize your earlier browsing. Web beacons are web page elements that can recognize certain types of information on your computer or mobile device, such as cookies, and the time and date a page was viewed. Cookies and web beacons enable us and our service providers, partners, and sponsors to uniquely identify your browser or device. Cookies normally work by assigning a unique number to your device and are stored on your browser by the websites that you visit.
- Pixels Tags: A pixel tag is a type of technology placed on a website or within the body of an email to track activity, including website views, whether an email is opened, or when you click on a link. We use pixel tags for remarketing and to personalize the content we provide to you based on your interests, demographics, location, and/or previous interaction with our Services.
- Local storage: Local storage files are created by apps and websites to store information locally on your device. They are very similar to cookies, but can have slightly different properties (for example, local storage can be used to store more information and can be stored in a different location on your device than cookies). Local storage is normally used to speed up app and site functionality and remember your preferences.
- Software Development Kits (SDKs): SDKs are pieces of code or development platforms that enable data to be collected about your device, network, and interaction with a website or app. Like cookies, they generally operate by assigning your device a unique number.
- Mobile ID: Mobile IDs are IDs assigned to your mobile device. They allow us to track activity for advertising purposes. They also allow the mobile application to monitor performance, enable messaging, and identify application installation.
Personal information that may be collected via tracking technologies may include:
- Internet Protocol (IP) address
- Device identifier, Installation ID, mobile ad ID, analytics ID, pixel ID, or app bundle identifier
B. Non-personal information
OPB uses the tracking technologies described above to collect data about how Visitors, Members, and Registered Users interact with our Services. This non-personal information may be associated with other forms of personal information, including the above identifiers. Non-personal information includes:
- General device information, including brand, category, model, operating system, and orientation
- Connection information, including browser type and version, operating system and version number, and platform
- Information about the mobile application, including app version, app foreground or background state, app package name, crash data, app responsiveness, payload size, duration times for automated traces, CPU architecture, RAM, disk space, location (not precise geolocation), and locale/language
- User activity, event data, or session activity, including URLs of referring/exit pages, the pages viewed (e.g., HTML pages, graphics, etc.), content viewed, length of time viewed, frequency of visits/views, date/time of activity, streaming session length, audio streaming session length, media files you listen to, download or share, favorites you select, registrations or donation forms completed (or partially completed), click data, social media click data, form field names, emails opened or links within emails clicked
- Geolocation (continent, country, city, or zip code)
- Information about your internet service provider, wireless or mobile carrier, or network information (for example, Wi-Fi, LTE, or 3G)
OPB does not collect precise location data (e.g., data that can locate the actual physical location of you or your device). However, we track general location data (e.g., city or zip code level) about the devices you use to connect with OPB.
II. How we use the information we collect from you
OPB uses your personal information primarily to further our core mission. It allows us to create a personalized experience for you and respond directly to your inquiries. We also use your personal information to provide the Services, improve OPB for everyone, and to grow our membership. By increasing membership, OPB can improve our content and continually expand our service offerings.
A. Providing the Services; Creating Personalized Service
- Deliver content: We use your personal information to send you newsletters and other content to which you’ve subscribed, to recommend content that you may be interested in (either our content or our partners’ or sponsors’ content), or to communicate with you about events or programming.
- Personalized experiences: We use personal information to determine your preferences and customize the content that we make available to you, or to suggest content that you may be interested in based on your preferences.
- Fulfil Orders or Requests: We use personal information to fulfill product orders, your requests, or other transactions that you initiate with us. We use your payment and shipping information to send you products that you order through our web store.
- Provide Services: We use personal information to make our Services available to you and to manage, administer, support, troubleshoot, secure, deliver, promote, analyze, and improve our Services.
- Communicate with you: We use personal information to respond to your questions or communications, investigate or address your concerns, or provide you with other support or assistance. We may send you email or mail to announce new services or features, or to otherwise promote OPB, or our sponsors or partners. We may use your personal information to provide push notifications to you if you elect to receive push notifications.
- Contacting you about submissions: We use your personal information to contact you if you submit content to us. For example, if you submit a photo, we may use your contact information to request permission to use the image.
- Develop content: We use personal information to improve the content we create. For example, we study which content is most accessed, viewed, or listened to in order to develop content that we think will interest the community.
- Analysis and research: We improve the Services based on how you interact with them. We use personal information for testing, research, analysis, and product development, including to develop and improve our website, products, and services.
- Conducting Contests or Sweepstakes: If you enter our contests or sweepstakes, we use personal information to manage and operate the contest or sweepstakes, to select winners, to publish winner’s list, to process and deliver prizes, and to comply with applicable law.
- Promoting OPB: We use personal information to promote OPB through social media, on our own digital properties, or through other third-party sites. Social media or third-party sites may serve you with advertisements about our membership program or Services.
- Membership program: We use personal information to enroll Members into the Membership program, to communicate with Members about membership program benefits, to provide the membership program benefits, to provide content that may be of interest to our Members (our content or our partners’ or sponsors’ content), or to advertise our partners’ or sponsors’ programs to our Members. We may use personal information to send you thank-you gifts and messages, or to contact you about the status of your membership. We may also use personal information to analyze giving patterns related to our membership program.
- Soliciting donations: We use personal information that we collect or receive from third parties to advertise our membership program and to solicit donations from Members and non-Members.
- Processing donations: We use personal information to process Member donations and issue tax receipts. We may use your information to pre-populate web forms and streamline the donation process, or when we may request additional information in order to receive a donation from you (such as your social security number for tax purposes or information about a vehicle or other property that you donate to us).
- Membership records: We may combine information we collect about you through the Services with other information about you that we receive from third-party sources. For example, we may use a change of address or other list services to ensure that our records are accurate, or we may receive demographic information about you from third-party data providers to augment our membership records.
- Events: We use personal information to register Members for events, to host events, and to plan future fundraising activities and events.
C. Other ways we use personal information
We use personal information in the following other ways:
- To fulfill or meet the reason you provided the information.
- To respond to law enforcement requests and as required by applicable law, court order, or governmental regulations.
- We also may use the information collected from you in other ways, and for other purposes, that are described to you at the point of collection or for which we otherwise have obtained your consent.
III. How we share your personal information
We may share your personal information with our affiliates or other nonprofit entities, including other public broadcasting organizations. We also share your personal information with service providers and other third parties we work, which they may use to send you relevant content and offers. In rare cases, OPB may share your personal information with successors in interest (if we are restructured) or law enforcement (if legally required and only to the extent consistent with our integrity as a news organization). We may share non-personal information with third parties without restriction.
A. Third parties who receive your personal information
1. NPR, PBS, content co-producers and other affiliates
OPB shares your personal information with our affiliates (such as NPR, PBS, our content co-producers, and other public broadcasting organizations) to support the development of their services. For example, we may share identifiers with NPR or PBS (name, address, email address, and phone number), and they may receive your IP address when you access their content through our site, which helps them to develop system-wide analysis and insights. When you donate, we may share your donation details and contact information with other public broadcasting organizations to help them refine their fundraising efforts (not applicable to Visitors).
2. Other nonprofit entities
From time to time, OPB exchanges mailing lists with other nonprofit groups to help us acquire new Members. All OPB staff and any third party acting as agent for OPB are prohibited from selling, renting, leasing, lending, trading, giving, donating, transferring, or otherwise exchanging or making available OPB’s membership or donor lists to/with, or acquiring such lists from any candidate for public office, political parties, or committees or organizations that solicit funds for use in political campaigns.
3. Service providers
OPB engages a variety of trusted service providers to perform tasks and collect information on behalf of OPB. For example:
- Payment processors process payment information for donations and product orders.
- Marketing companies deliver newsletters, promotions, and other content from OPB.
- Event registration platforms manage our event registration and communications.
- Survey response platforms facilitate gathering survey responses and analysis.
- Mailing or fulfillment companies facilitate orders, shipments, or other transactions.
- Analytics companies help us study how users interact with our Services.
- List or demographic providers provide personal information that augments our information or allows us to ensure that our information is correct.
- Social media platform services facilitate our marketing and promotional activities.
- Telemarketing or canvassing companies assist us with our membership drives.
- Donation support providers facilitate our receipt or processing of donations, or help us to determine if a Member is eligible for a matching donation.
- Professional services firms provide services to us, including auditors, accountants, lawyers, or other consultants.
These service providers only access your personal information only to perform tasks on OPB’s behalf. Where acting as a service provider, they are contractually obligated not to share or disclose your personal information for any other purpose.
4. Other third parties
OPB may share limited portions of your personal information with third parties, who may use your personal information to market relevant products and services to you. For example:
- We may include limited portions of Members’ personal information in databases that are used to cross-reference data about Members from other sources. Other nonprofits and companies may subscribe to these databases to obtain your personal information.
- We may share data about your preferences with third parties so they can send you pertinent content and offers.
- We may share information with social media platforms, analytics providers, and mobile app platforms or stores. These third parties receive information from us through our use of automatic tracking technologies. These third parties may use the personal information that they collect from our automatic tracking technologies for their own purposes.
- We provide non-personal information to sponsors. However, we may share personal information about you with our sponsors if you interact with sponsor advertisements through our Services.
B. Other reasons we may share your personal information
1. Transfer or assignment in connection with business changes or bankruptcy
In the event of a merger, acquisition, reorganization, bankruptcy or other sale of all or a portion of our assets, any user information owned or controlled by us may be one of the assets transferred to the third party acquirer.
2. Response to subpoenas or court orders or to protect our rights
We may disclose your information to government authorities or third parties if:
- We are required to do so by law, or in response to a subpoena or court order, if a response is consistent with our integrity as a news organization.
- We believe, in our sole discretion, that disclosure is reasonably necessary to protect against fraud, or to protect our property or other rights or those of other users of the Services, third parties or the public at large.
3. Your consent or to fulfil the purpose for which you provided it
C. Non-personal information
We may share non-personal information with a variety of third parties (and without restriction). In some instances, these third parties may be able to combine this aggregate information with other data they have about you from sources other than OPB, in a manner that allows them to identify you personally.
IV. Your choices for how we collect and use your personal information
We provide various mechanisms to control the personal information that is collected about you. You can contact us if you want to change the personal information that we have collected about you.
A. Opting out
Most of the personal information that OPB collects is provided voluntarily. For example, if you do not want us to collect your email address, you may communicate with us via phone instead. You may also opt out of various communications and information practices by doing the following:
- You may manage your OPB subscriptions at https://www.opb.org/newsletter.
- To opt out of receiving automated emails from OPB, you can follow the “unsubscribe” link at the bottom of each email.
- To opt out of membership mailings or phone calls, you may contact our Member Center at opb.org/contactus or 1-800-241-8123.
- To opt out of OPB sharing your mailing address with other nonprofit organizations, you may contact our Member Center at opb.org/contactus or 1-800-241-8123.
- California residents have additional opt-out rights, as described in Section VII below.
- You may manage the information that Google Analytics receives by downloading and installing the browser plugin available here.
B. Do Not Track
Your Internet browser and mobile device may allow you to adjust your browser settings so that “do not track” requests are sent to the websites you visit. Websites that are configured to respond to “do not track” requests may disable certain behavioral advertising technologies when a user enables “do not track” features on various web browsers. However, OPB does not respond to “do not track” signals at this time.
V. How OPB protects your personal information
We care about the security of your personal information and have taken reasonable steps to protect it. However, we cannot guarantee the absolute security of your information.
OPB uses reasonable technical and contractual procedures to protect your personal information from loss or misuse. For example, we require service providers that access your personal information to abide by rigorous data security standards. In addition, all credit card numbers and checking account numbers submitted to the site are tokenized and encrypted, which is the industry standard for information security and is used by more than 100,000 websites in more than 50 countries. Any personal information you submit with your donation is encrypted using protocols that meet or exceed current industry standards. These standards are designed to ensure protection against interception and decryption of information sent through our secure connections. Your peace of mind and security are very important to us. If you do not feel comfortable submitting your financial information online, you can make your donation by calling OPB at 1-800-241-8123.
Despite these efforts, technology changes rapidly, and no data transmission or storage can be guaranteed to be 100% secure. We cannot warrant the security of any information you provide or transmit to us.
VI. Children’s privacy
OPB’s online services are not intended for users younger than 13. We do not knowingly collect contact information from children under the age of 13 without verifiable parental consent. If we become aware that a visitor under the age of 13 has submitted personal information without verifiable parental consent, we will remove his or her information from our files.
VII. Mobile Application Privacy
A. Information we collect when you install our mobile application
When you download or install our mobile applications from an app store, we collect the following kinds of personal information:
- Identifiers: When you download and install our mobile application, we require that you register to use the mobile application and collect your name, email address, and phone number.
- Automatically Collected Information: as discussed in more detail in Sections I.A.2 and I.B above, we and our service providers and other third parties automatically collect information about you when you download, install and use our mobile application. This includes device identifiers, information about your device, connection, browser, geolocation (not precise geolocation), crash data, performance data, diagnostic data, and your activity or usage.
The mobile application does not have access to stored information or files on your device (e.g., contacts, images, photos, text messages, audio data). The mobile application also does not process payments or collect financial information.
We may link non-personal information that we collect about you from the mobile application with personal information that we collect about you from the mobile application.
B. How we use information collected from the mobile application
We use the personal information that we collect from the mobile application in the ways described in Section II above. If you do not want us to collect this information, please do not download the mobile application.
C. How we share information we collect from your use of the mobile application
When you use the mobile application or interact with its content, in addition to the third parties described in III above, certain third parties may use automatic information collection technologies to collect information about you or your device. They may use this information to provide you with interest-based (behavioral) advertising or other targeted content. These third parties may include:
- Advertisers, ad networks, and ad servers
- Analytics companies
- Your mobile device manufacturer
- Your mobile service provider
These third parties may link information that they receive from us with information that they receive from other sources. They may use the data that they receive for tracking purposes. We do not control these third parties’ tracking technologies or how they may be used. If you have any questions about an advertisement or other targeted content, you should contact the responsible provider directly.
We use the Google Firebase SDK to deliver our mobile application. You can learn more about Google Firebase privacy practices at www.google.com/policies/privacy/partners.
D. Your choices with respect to the mobile application
If you access the Services through an application (i.e., mobile phone or tablet) you can control interest-based advertising by downloading the AppChoices application from your device’s application store (i.e., Google Play, Apple App Store, and Amazon Store). For more information, visit here.
VIII. Your California privacy rights
OPB is a not-for-profit entity. Under the California Consumer Protection Act (“CCPA”), not-for-profit entities are exempted from CCPA. However, to the extent we share information with a third-party “business” (as defined by the CCPA), California residents may ask OPB to refrain from sharing your personal information with certain for profit “businesses.” Please note, this does not apply to “service providers,” as defined by the CCPA.
